I changed the computer that I'm running the per proxy on, but the "old"
proxy was off for a few weeks, so I just started the new one up. Is there a
way to import the proxy buffers from the old one? Or is there a way, on the
old one, to have it give those blocks back?

Set the old one to acquire zero blocks, the new one to acquire a lot,
point new at old until its empty. Shut off old once its flushed everything.
